2.6ProcurementwithinthePoštaSlovenijeGroup
TheprocurementprocessandorganisationalstructureofPoštaSlovenijeareset-uptoensurethatweimplement
procedurestoselectthemostfavourabletenderersinaccordancewiththePublicProcurementAct,whileatthe
sametimeensuringamarket-orientedapproachintheareaofprocurement,bothintermsofoperationaland
strategicprocurement.Togetherwithexpertsfromotherorganisationalunits,theProcurementDepartmentensures
theuninterruptedsupplyofthebusinessprocesswithorderedgoods,servicesandconstructionworksthrough
thesuccessfulexecutionofpubliccontractproceduresandtheresultingtimelyconclusionofagreements.Interms
ofstrategicprocurementin2018,weintensiedactivitiesinthepre-tenderphase,primarilybymakingenquiries
aboutnewdevelopmentsonthemarketandsearchingfornewinterestedsuppliers,andduringthecontract
implementationphase.Wepursuetheobjectiveinstrategicprocurementofapplyinginnovativesolutionsindevice
technologyandbusinessprocessesthroughorderedgoodsandservices.
Theprimaryobjectiveoftheprocurementfunctionin2018wascost-eciencywhileachievingthesamelevelof
qualityofthesubjectsoforders,whichweachievedbyconvergingwithprocurementconditionsfromprevious
years.Thiswasamajorchallengegiventhecurrenteconomicoutlook.Inthemajorityofcases,weconcluded
agreementsunderconditionsthatwereachievedinpreviousyears,despitethetrendofrisingpricesonprocurement
markets.Wesuccessfullycompletedtheorderingprocessinthescopeoftheprojecttoestablishanewbusiness-
informationsystemandconductemployeetraining,onthebasisofwhichimplementationwillbecarriedout
infutureyearsintheareasofaccountingandnance,procurement,salesandhumanresources.Operational
procurementremainsanimportantelementoftheoverallprocurementprocess,whilestrategicprocurement
involvesfurtherdevelopmentoftheprocessitself.Inrecentyearswehavefocusedprimarilyonreducingcosts
(i.e.supplierprices)butthatisnolongerenough,asconditionsonthemarketareimprovingduetothetransition
toaperiodofmoderateeconomicgrowth.
Thestrategicpolicyoftheprocurementfunctionremainsthetimelyandecientprocurementofgoodsand
servicesforthesmoothfunctioningoftheCompany.Thisisachievedthroughthecontinuousoptimisationofthe
provisionofservices,bothintermsofcostsandvolume,theoptimisationoftechnologicalprocessesandrational
procurement,thecontinuousimprovementofprocessesusedtoshortenleadtimesthroughoutthesupplychain,
andthestandardisationofprocurementatallPoštaSlovenijeGroupcompanies.
2.7Investmentsanddevelopmentwithin
thePoštaSlovenijeGroup
ThePoštaSlovenijeGroupearmarkedEUR26,909thousandforinvestments.CapitalexpenditureatPoštaSlovenije
wasearmarkedforcurrentoperationsanddevelopmentprojectsintheareasofinformationtechnologyand
logisticsprocesses,throughwhichweensuredgrowthincertainrevenues,andimprovedandoptimisedprocesses.
Subsidiariesinvestedinhardwareandsoftware,andtransportationandotherequipment.Toachievetheobjectives
setoutinitsstrategyaimedatenergy-ecienttransportationequipment,andthereductionofgreenhouse
emissionsandvehicleeetcosts,IPPSpurchased33two-wheeledelectricvehicles.
ThePoštaSlovenijeGroupearmarkedthemajorityoffundsforstrategicprojectsandlogisticsequipment:
• themodernisationofmachinesortingequipmentattheLjubljanaMailSortingandLogisticsCentre;
•
thepurchaseofathirdlinedeviceforthefoldingandmachinesortingofunaddresseddirectmailattheMaribor
MailSortingandLogisticsCentre;and
• theset-upofasecondself-servicepostalunitatalocationinKoper.
Thevehicleeet,whichcompriseslightdeliveryvehiclesthatareprimarilyusedforregularandexpressmail
deliveries,medium-sizedeliveryvehiclesthatareprimarilyusedforthedeliveryandcollectionofparcelsandthe
transportofmailonroutesbetweenpostaloutlets(e.g.fromMSLCtopostoceandfrompostocetopost
oce),bicyclesandscooters,andfreightvehicles,wasupgradedwith15electricdeliveryvehicles.
